Engine.cenered.info Redirect - How to Effectively Remove?

In short, I have redirections occuring in both chrome and firefox, all under engine.cenered.info. I have also ran Norton (full scans, power eraser and unwanted application scan). Malwarebytes, hitmanpro, zenmana, chrome cleanup and adwcleaner all found nothing, but the redirects are still happening.

I also used Reason Core Security and picked up 4 threats. They were:
-PUP.norton.ask.search (quarantined)
- Google chrome ask.com search provider (removed) probs a false positive
- 2 manifest.json files
