How to Remove RainbowPrices - Get Rid of Ads Effectively

"I got online and noticed all of these ads showing up everywhere. I checked my extensions in chrome and found RainbowPrices installed. I removed it and then went to the programs and features deleted the corresponding programs at once. Upon reboot, the crap came back, so were the pop-up Ads. The issue persists, any suggestion?"
